随着改革开放的不断深入,国有、集体、个体房产的使用也进入市场经济的轨道,房产经济的承包、租赁发挥了经济效益。但也出现了一些新情况、新问题,突出的问题是发包承包、出租、承租双方只注重经济效益,忽视消防安全,火灾增多,损失上升,给国家财富和人民的生命财产造成重大损失。认真分析房产经济承包、租赁中消防安全出现的新情况、新问题,正确采取防范对策,对确保国家财富、人民生命财产的安全,保障经济建设的健康发展具有十分重要的意义。
