In order to ensure the development of fine varieties, excellent varieties and lines selected by Japanese scientific research institutes and farmers for registration should be filed with the Ministry of Agriculture and Forestry, and formally promoted by the special committees after their identification. The mother nursery, production and supply of specialized nursery stock companies, nursery units have to go through the approval of the Ministry of Agriculture and Forestry, in order to operate.
