景宁畲族自治县是浙江省畲族的主要发祥地、我国第一个依法实行畲族区域自治的地方,又是浙江省革命老根据地县和国家的贫困山区县之一。该县水力资源丰富,开发水电是国民经济支柱产业之一。英川水电站是经浙江省计划与经济委员会和浙江省重点建设领导小组批准的省重点建设工程A类项目,也是中国广厦建设集团贯彻党的十五大精神,支持老区经济发展,扶贫共富的重要工程。电站地处瓯江支流小溪北源英川溪上游,行政区划属景宁畲族自治县英川镇。拦河坝建在黄湖港、茶园溪交汇口下游500米处,发电厂房建在坝下11.8公里的黄洋口村上游300米处。英川溪流域面积403.3平方公里,主流长46.1公
