本文对“十一五”以来上海市滩涂资源开发利用的历程进行了回顾,认为“十一五”以来上海市滩涂资源的开发利用主要是围绕形成土地而展开,有力支撑了上海的农业和工业发展,但忽视了滩涂资源的其他功能。在分析了上海市滩涂资源开发利用将面临的形势以及上海未来经济社会发展对滩涂资源多元化需求的基础上,提出了未来上海滩涂资源应具备的五大类功能,即河口河势控制功能、水源地储备功能、城市空间拓展功能、生态建设功能和深水港建设功能,为未来滩涂资源的合理开发利用与保护提供重要参考。
This paper reviews the history of development and utilization of beach resources in Shanghai since the Eleventh Five-Year Plan, and holds that the development and utilization of beach resources in Shanghai has been mainly focused on the formation of land since the 11th Five-Year Plan period, which strongly supports Shanghai Agricultural and industrial development, but neglected other functions of tidal flat resources. Based on the analysis of the situation that the development and utilization of tidal flat resources in Shanghai will face and the diversified demand of tidal flat resources in Shanghai in the future economic and social development, five types of functions of tidal flat resources in Shanghai are proposed in the future, that is, the river mouth control function, The reserve function, urban space expansion function, ecological construction function and deepwater port construction function provide an important reference for the rational development, utilization and protection of beach resources in the future.
