随着2011年2月颁布的《企业年金基金管理办法》(人社部令第11号)首次提出并明确企业年金集合计划的合法定位,人力资源和社会保障部紧接着在5月底下发了《关于企业年金集合计划试点有关问题的通知》(人社部发〔2011〕58号),进一步对企业年金集合计划的发起设立、管理运行、加入退出、信息披露、过程监督等进行了明确和规范。“一令(11号部令)一文(58号文)”是业界翘盼已久的规范性文件,提供了企业年金集合计划发展的制度基础和政策依据。
With the “Enterprise Pension Fund Management Measures” promulgated in February 2011 (Human Resources and Social Council Order No. 11) for the first time and clarifying the legal orientation of the enterprise pension plan, the Ministry of Human Resources and Social Security immediately issued the end of May Notice on Relevant Issues on Pilot Project of Enterprise Annuity Aggregation Plan (CSRC [2011] No. 58) further clarified the establishment and operation of the enterprise annuity plan, management operation, accession and exit, information disclosure and process supervision specification. The First Order (Decree No. 11) (Article 58) "is a normative document the industry has been waiting for for a long time and provides the institutional basis and policy basis for the development of the enterprise annuity plan.
