当前,我国正处于由旧经济体制向新经济体制过渡的转轨时期。作为企业能否推进其内部改革,在很大程度上与企业的领导体制密切相关。在目前的企业中,党政分设的领导体制在一定程度上阻碍了企业的改革发展。 其一、企业党政体制分设,两个“轴心”转动发挥作用,既有相互碰撞的地方,又有都不管的地方,后者便成了“不管地带”,影响了企业的经济效益和社会效益。 其二、在落实以经济工作为中心的工作上难以形成合力,“两张皮”的现象难以从根本上解决。 其三、党政分设两套机构、两套班子,容易造成机构臃肿,人浮于事的情况。 其四、由于两套班子的运行,工作中矛盾较多,容易造成内耗。据不完全统计,南通市建二公司的12个工程处,其中党政分设的8个工程处,在施工产值和经济效益上均不如党政合一的单位。

Fourth, due to the operation of the two teams, there are many contradictions in the work and it is easy to cause internal friction. According to incomplete statistics, the 12 engineering offices of the Jian’an No. 2 company in Nantong City, including the 8 engineering offices established by the party and government, are not as good as the unity of the party and the government in terms of construction output value and economic efficiency.
