墨西哥是拉丁美洲中一个水力资源开发较发达的国家。至1981年为止,已建成的高于100米的大坝有10座,其中土石坝有8座,占80%。例如水力蕴藏量占全国约30%的格列哈尔互河上共有四个梯级水电站,均为心墙堆石坝,其中奇科森土石坝高264米,在全世界已建成的高坝中居第二位。因此,在土石坝的勘测、设计、施工及管理等方面有很多可资借鉴的经验,特别是坝壳料的试验研究,在世界上居于领先地位。在土石坝的原型观测方面,也有很多经验,并具有一定水平。墨西哥的坝工建设主要是联邦电力委员会(CFE)及农业水资源部(SARH)两单位负责,墨西哥自治大学则配合做一些理论性的研究工作。
