用人单位用工不签劳动合同;不为员工参保缴费;克扣或者无故拖欠工资;低于当地最低工资标准支付员工工资;拒不支付或延长时间支付工作报酬;解除合同后,不按规定给予员工经济补偿;违反规定向员工收取或者变相收取保证金、抵押金及其他不合理费用;扣押员工个人证件;随意延长员工工作时间;违反有关规定,侵害员工中女职工和未成年工的合法权益……凡此种种,都为我们实现和谐劳动关系提出了挑战。在社会转型加快、经济结构调整力度加大、各种社会利益矛盾不断显现的情况下,劳动保障部门该如何依法维护劳动者合法权益,在制度层面做好劳动保障工作?

With the acceleration of social transformation, the adjustment of economic structure and the conflicts among various social interests, the labor and social security department should safeguard the legitimate rights and interests of laborers in accordance with the law and do a good job in labor security at the institutional level.
