城区经济是一个城市经济的重要组成部分,是城市经济发展的有力支撑。城区经济有其自身的特点,发展城区经济,必须适应这种特点,科学地制定战略,有效地采取措施。一、城区经济的基本特点(一)城区经济是微观经济。城区处于国家经济宏观调控层次的末端,城区政府调控经济的政策空间有限,调控手段不多,调控力度不大。因此,城区经济具有明显的微观经济特征。城区政府经济工作的主要任务,不在于调控和监督,而在于制定科学的发展战略,并围绕这一战略的实施,以切实的措施和具体的行动,引导经济发展,努力为企业的生产经营提供指导和服务。当然,这种指导和服务要建立在充分尊重企业自主权的基础上,决不能干预企业合法的正常经营。
