全面深化改革是关系到党和国家事业发展的重大战略部署,党的建设制度改革是全面深化改革的重要内容和重要保障。机关党的建设制度改革必须以党章为根本遵循,以《中国共产党党和国家机关基层组织工作条例》(以下简称《条例》)为基本指导。机关基层组织推进党的建设制度改革关键是按照因地制宜、系列配套、简明易行、注重实效的原则,建立健全机关党的建设各项制度。
Deepening the reform in an all-round way is a major strategic arrangement that has an impact on the development of the party’s and the country’s cause. The reform of the party building system is an important part and an important guarantee for deepening the reform in all aspects. The reform of the party’s system of organ construction must be based on the party constitution and must be guided by the “Regulations on the Work of Grassroots Organizations of the Communist Party of China and State Organs” (hereinafter referred to as the “Regulations”). The key to promoting the reform of the Party’s building system by the grassroots-level organizations of the government is to establish and improve various systems for the party’s construction in accordance with the principle of adapting to the outside world, carrying out a series of supporting measures, conciseness and practicability, and paying due attention to actual results.
