一、课题的提出我们学校是一所地处偏僻,规模一般的普通农村中心小学。下辖九所完小,三所初小,在编教职工117人,73个班级,1693名学生。1983年前,我们采用的是“因人设事”的传统做法。看起来每个教职工都有一份工作,都有事可干,但由于没有具体的目标要求,职责不明,因而出现了人浮于事,纪律松驰,工作马虎,秩序纷乱,致使教学质量一度处于全市“低谷”。对此我们也试图采取一些措施,但也只不过是热闹一阵子,没有能从根本上解决问题。通过学习和反思,我们认为就我国的教育管理而言,当前面临的主要问题不是简单地提倡管理模式的“转化”或“取代”

Through learning and reflection, we think that the main problem currently facing the education management in our country is not simply to advocate the “transformation” or “superseding” of the management mode.
