新时期,新形势下,玉屏平溪镇部分基层组织的凝聚力、战斗力不强,不少村级党组织存在软弱涣散的情况,有的村级党支部负责人在带领群众调整经济结构、发展农村经济、增加农民收入方面的思路不宽,办法不多,能力不强,有的在处理矛盾纠纷方面办法不多,方法粗暴简单。部分基层支部发展党员数量较少,导致基层组织党员老龄化程度严重,部分新发展的党员个人素质不能适应新形势新任务的要求,并不能起到堡垒和带头作用,出现这些现象的原因一方面是市场经济环境影响,另一方面由于是基层支部教育管理的缺失,同时还存在党员发展机制不健全等问题。新形势下形势的发展对党组织设置、党建工作内容和工作方法均提出了新的要求。同时,这也是城镇化进程和工业化进程的必经之路。
