2000年12月29日,由上海市水务局为主承担的“黄浦江河口建闸工程规划研究”课题通过上海市科委主持的专家鉴定。该报告依据水情工情变化和黄浦江沿岸高潮位趋势性抬高的事实,对上海市防洪标准及设计水位进行了分析。在课题研究阶段防洪标准暂按千年一遇潮位考虑的前提下,报告研究比较了继续加高加固防汛墙和黄浦江河口建闸两个基本方案,认为:河口建闸是上海防汛安全的根本保障,此外在综合效益、运行管理及环境等方面也有优势。结合上海的实际情况,参照国外
