在20世纪70年代的福利国家危机中,新右派对社会服务进行市场化改革,以政府购买服务的形式减轻政府财政负担,并以物有所值、问责和顾客为本等管理主义价值对社会服务购买进行管理,使福利国家转型为管理型国家。不过,管理主义在社会福利领域的适用性一直存在争论。中国香港在20世纪90年代中期循着类似的思路启动了社会福利津贴制度改革,并建立了一套政府购买服务的整笔拨款资助制度。本文以中国香港作为个案,结合文本内容分析和访谈,考察管理主义引导下的政府购买服务对从事社会服务提供的非政府组织在资源和权力方面的影响,并为中国内地的社会建设提供参考。
In the crisis of the welfare state in the 1970s, the new rightists marketized the social services and reduced the financial burden of the government in the form of purchasing services by the government. The values of managementism such as value for money, accountability and customer orientation Social services purchases are managed to transform welfare states into managerial ones. However, the applicability of managementism in the field of social welfare has been controversial. In the mid-1990s, Hong Kong, China started a similar reform of the social welfare allowance system and set up a whole-funding system for government procurement services. This article takes Hong Kong, China as a case study and text content analysis and interviews to examine the impact of management-oriented government procurement services on resources and power of non-governmental organizations engaged in social services and to provide reference for the social construction in Mainland China.
