就在人们讨论经济是否过热时,很多人的目光都投向了投资过热,并指责是政府主导下的投资过热。但是,从投资总量看,我国投资并不是政府主导,“政府主导”的概念不正确。目前,国有企业,民营企业,外资企业都在投资,而政府投资主要是财政以及国债投资,就其规模来说,在投资总量中所占比重非常小。今年由于压缩了国债投资规模,政府投资所占比重会更低。
