交水发[2011]778号各省、自治区、直辖市交通运输厅(委),天津市、上海市交通运输和港口管理局,长江、珠江航务管理局,长江口航道管理局:为贯彻落实《国务院关于加快长江等内河水运发展的意见》,指导今后5年我国航道管理与养护工作,提高航道管理与养护能力和公共服务水平,我部组织制定了《全国航道管理与养护发展纲要(2011—2015年)》,现予印发。请各地结合各自实际制定实施方案,并认真贯彻执行。
