宜良縣農民代表會五日開幕至十二日閉幕,曆時八日,經過了減租報告、訴苦,報告興討論了減租例條與農協組識章程,選舉產生了縣農協籌委會,通過了工作決議,並進行了和平簽名。會議基本是成功的,整個會議的掌握、領導,歸納有如下幾個問題,也算幾點經驗敎訓:要放手发動羣眾討論代表條件(一)農民代表的產生與審查:宜良縣是採取了“定條件農民選舉”的辦法產生的,全縣一百五十一名農民代表,僅八名指定代表,其餘全爲農民選舉產生的。縣裏首先召開區鄉幹部會議,學習了減租條例,討論了代表條件及代表產生辦法。區幹部回去後,又即召開了鄉村幹部會,說明搞好減租、退押的意義,要各村選舉農民代表,參加全縣農代會,並宜佈了代表條件。由於農民認識了選代表去開會是爲了搞好減租退押,因而都較為認真選舉,南陽鄉墩子上農民並幫代表料理家務,西蒲鄉(離城近)農民打鑼鼓送代表進城開會,因而代表也都認識來開會是担當着搞好減租退
The Yiliang County Peasants’ Representatives Congress opened on the 5th and closed on the 12th. It lasted for eight days and passed the reduction of rent reports, complaining and reporting. Each village should choose a farmer representative and participate in the entire county congress of farmers and delegate the appropriate conditions. Since peasants met the delegates to the meeting in order to do a good job of rent reduction and repossession, they all elected themselves more carefully. Peasants on Moun-Yang in Nanyang Township helped to represent household chores and farmers in Xipu Township Therefore, representatives also recognize that meeting is a good way to reduce rent
