新中国建立四十年来,特别是改革开放十年以来,我们党领导全国人民艰苦奋斗,取得了举世瞩目的伟大成就,积累了宝贵的经验。同时,也有不少失误和教训。这些失误和教训,固然有客观方面的原因,但从主观方面来说,与我们不少同志认识水平不高直接相关。例如,为什么在两个文明建设中存在“一手硬、一手软”的问题?为什么在坚持改革开放和四项基本原则这两个本来应一致的基本点上反复出现偏差?为什么经济建设总是急于求成,在过热——调整——再过热——再调整当中循环?诸如此类的问题,都反映出我们的认识能力较低,
