在政府雇员制改革归于沉寂后,我国开始了公务员聘任制的试点。目前,社会对这一改革措施存在一定的争议,主要集中在聘任制公务员是否有必要,是否会加剧政府机关人员冗余,聘任制公务员的管理是否存在不规范地方等方面。作者认为,由于试点时间和范围有限,难以对公务员聘任制效果作出更深入的结论。但是作为一项可行的改革方案,公务员聘任制要取得预期效果,应当使其成为与委任制公务员并行的制度,以科学的分类管理体制为基础,并坚持市场化的运作方式。
After the reform of the government employee system was attributed to silence, our country started a pilot program of appointing civil servants. At present, there is some controversy over this reform measure in the community, focusing mainly on whether it is necessary to appoint civil servants, whether it will aggravate the redundancy of government agencies, and whether there are irregularities in the management of civil servants employing civil servants. The author believes that due to the limited time and scope of the pilot, it is difficult to make a deeper conclusion on the effect of civil service appointment system. However, as a viable reform program, the appointment system of civil servants should achieve the expected result, making it a system that is parallel to the appointment of civil servants. It should be based on a scientific classification management system and adhere to the market-oriented mode of operation.
