加入WTO前,我国的标准化工作一直处于标准的制定与应用脱节状态,造成有标准而没有被采纳,主要原因有几个方面,1、制标工作没有真正从实际需要出发,所制订的标准离实际应用相差很远;2、企业在管理和经营活动中,很少从标准的角度考虑,认为标准只是一种约束;3、标准化的宣传贯彻工作做得不够,使许多重要的标准没有得到及时的宣传和普及;4、制标工作与国际接轨不够,不了解国际上标准化工作的状况。针对这些问题,我们必须认真思考一下中国的标准化工作在新形势下应该如何开展,如何站在国家的利益之上认真分析行业需求和企业需求,关注国际市场的动向。
