项目是发展的基础,没有项目投入经济发展就没有速度和后劲。经济发展靠大项目支撑,综合实力靠大项目带动,结构调整靠好项目优化,开放水平靠好项目体现,这已是诸多发达地区经济发展的成功经验。项目建设对经济增长和社会发展影响久远,是经济社会发展中最基础性的工作。因而,如何发挥好财政支持经济发展的职能作用,有效支持和服务好项目建设,是财政部门需要研究解决并且常讲常新的重要问题。围绕这一问题,笔者进行了初步的调查研究,结合宁都县有关情况进行了一些粗浅的思考。
