“安而不忘危,智而不忘乱,存而不忘亡”是中国历史上治国安邦的重要经验。近年来,随着城市化、工业化的发展,人流、物流的密集,国际范围内突发公共事件逐渐增多、频度加快,其带来的损失往往比过去惨重得多。如何构筑和谐稳定的社会环境,高效利用有限的资源,提高政府对紧急事件快速反应和及时的救助服务,已成为现代城市管理中亟待解决的问题。城市应急指挥系统的建设已成为全球关注的一个焦点。
“Safety but not danger, wisdom and not forgetfulness, save without forgetting death” is an important experience in the history of our country. In recent years, with the development of urbanization and industrialization, the intensive flow of people and goods, the number of public emergencies in the international community has been gradually increasing and the frequency has been accelerating. Their losses are often far more devastating than in the past. How to build a harmonious and stable social environment, make efficient use of limited resources and improve the government’s rapid response to emergencies and the timely rescue service have become urgent problems in the modern city management. The construction of urban emergency command system has become a focus of global attention.
