黄土高原的建设方针,已经讨论两、三年了,各地也出现了不少的先进典型。邓副主席指示:“要把黄土高原地区建设成林业基地、牧业基地”。自治区党委对宁南山区的建设方针也已制定,根据山区的自然特点,地貌类型等因素,如何使其建设方针早日实现,是我们科学工作中一项紧迫的主要任务。 固原北部地区,俗称“北川”,主要包括头营、杨郎、三营、黄峰、黑城、七营六个半山半川公社和寨科,炭山,双井三个纯山区公社。总土地面积295.7万亩,其中耕地90.5万亩(其中有川地37.9万亩,台地5.1万亩,壕掌7.6万亩)占土地面积的30.6%。荒山草山112.0万亩,占37.9%。林地9.1万亩,占3.1%。沟河床70.3万亩,占23.81%。

The total land area of 2,957,000 mu, of which 905,000 mu of cultivated land (of which 379,000 hectares of Sichuan, Taiwan 51,000 mu, moat 76,000 mu) accounted for 30.6% of the land area. 1.22 million mu of barren hills and grasslands, accounting for 37.9%. 91,000 acres of woodland, accounting for 3.1%. 70.3 hectares ditch riverbed, accounting for 23.81%.
