为了探析正在和即将进行的土地流转的价值和风险,《探索与争鸣》杂志编辑部与同济大学联合召开“土地流转的价值与风险”研讨会。会上,秦晖就这一进程中如何保障人地二权发表了看法。秦晖首先指出,“三农问题”这一提法就不是很恰当,因为这些都只是一般性问题,并不比其他国家更突出。而“农民”问题,尤其是农民的各种权利问题,才是中国,尤其是处于改革和现代化转型阶段的中国的关键性问题。
In order to explore the value and risk of ongoing and forthcoming land transfer, the editorial department of Exploration and Contention held a joint seminar with Tongji University on the value and risk of land transfer.
