Joan Chong Leung，wife of Mauritian Ambassador to China Paul R. Lit Fong Chong Leung， came to China in Feburary， 2006 and served as Chairperson of the Commonwealth Society in Beijing （CSB） since 2012
林文堤，2006年2月随丈夫——毛里求斯驻华大使钟律芳来到北京，2012年开始担任北京英联邦协会主席。
It was two months before the plan to interview Ms. Joan Chong Leung and the Commonwealth Society in Beijing （CSB） under her leading was made. There had been no proper opportunity until 29th July， 2013 when the reporter finally got the chance to interview her.
萌生采访林文堤女士及其领导的北京英联邦协会（简称CSB）的计划已经有两个月之久，只因一直未寻得一个合适的机会。2013年7月29日，记者终于得偿所愿，采访了这位端庄娴静的女士。
The following are the interview record of Ms. Joan Chong Leung：
以下是记者对林文堤女士的采访实录：
UNITY： What was the background of founding the Commonwealth Society in Beijing in 1993？
Joan： The Commonwealth Society in Beijing was founded in 1993 by a group of Spouses of Ambassadors from Commonwealth countries in China. Now the membership is open to all women of Commonwealth countries based in Beijing.
UNITY：1993年创办的北京英联邦协会最初是在什么背景下成立的？
林文堤：北京英联邦协会于1993年由一群英联邦国家驻中国大使的夫人组建成立。现会员向所有在中国的英联邦国家女性开放。协会起初建立的目标是想广泛地参与社会和教育活动以及举办筹资活动，帮助那些需要帮助的组织和慈善组织。同时希望在这样的活动过程中，能够与中国人民增进互动、交流，进一步推动文化活动的发展。
UNITY： What are the activities of CSB？
Joan： We have our monthly executive meeting on the first Tuesday of each month and the general meeting on the second Tuesday of each month.
We organize outings like visits to orphanages， old people’s homes， flower exhibitions， fruit picking， art galleries， porcelain factories and hot spring spas. Sometimes， we are invited to visit some other provinces.
UNITY：CSB的主要工作都包括哪些内容？
林文堤：协会会在每个月的第一个星期二召开执行会议，同时在每月的第二个星期二召开一般会议。在会议上，协会成员会共同讨论本月工作的具体布置。通常是协会成员们共同来组织的一些外出活动，例如探访孤儿院、敬老院，参观花卉展、水果采摘园、艺廊、瓷器厂和温泉度假村等等，有时也受邀出访外省。
UNITY： What is the biggest problem that hinders the development of CSB now？
Joan： The work of CSB is to meet a tiny fraction of the needs of the disadvantaged people. That is why I am making an appeal to those who have the means to help us as much as they can in our efforts to raise funds so that we can alleviate the miseries of those in need.
UNITY：目前阻碍工作开展的最大难题是什么？
林文堤：协会成员的主要工作就是为满足当地人口中那些不拥有特权的人的需求，为他们尽微薄之力。这就是为什么我们极力希望那些能帮助我们的人加入我们，帮助我们筹集资金，救他人于苦难之中。
UNITY： What are the motivations that promote CSB to be devoted to the work of helping the poor and the disadvantaged in China？
Joan： The theme of this year’s charity gala dinner was： Care， Share and Build Friendship. When we love and care for people， we want their happiness. When we cannot do much， the only way is to share what we have to make them happy and when we succeed， this is the most rewarding gift we can get.
The second reason is that the Government of the People’s Republic of China has been a very good host of us members of the diplomatic corps. It has been organizing trips for us to the provinces so that we can know the culture and the need of the people. Through all these travels， we have seen many needy people and we thought that we had to reciprocate this friendship and generosity by giving assistance where we can， to the less fortunate people in China.
UNITY：促使CSB成员们积极投身于救助中国的弱势和贫困群体的最大动力是什么？
林文堤：协会基本上每年都会举办一场慈善晚宴，今年我们把年度晚宴的主题确定为了：关爱，分享，建造友谊。这个主题其实完全可以诠释我们帮助中国弱势群体的根本原因。
我们爱护、关心他人的最终目的是希望他们幸福。当我们不能做的更多，唯一的途径就是尽我们所能与他们分享我们的所有，因为他们的幸福是我们的最大收获，这是其一。
其二，中国政府一直对同我们一样的外交人员非常的慷慨友好，他们为我们提供去其他省市参观的机会，让我们了解当地的文化和当地人的需求。在这些旅行中，我们遇到了许多需要帮助的人，而我们也非常肯定要对这些人提供我们能力范围内的援助，以此来回馈中国政府的慷慨。
UNITY： What are the channels of distributing the collected funds to the people in need？
Joan： We have always worked closely with the All China Women Federation and the Association of the Former Diplomats of China who identified the projects for us. Then we also have members who submit lists of charities that they have worked with and then the executive members decide where to donate the funds.
UNITY：通过CSB募集到的慈善款项是以怎样的渠道到达受帮助群体的？
林文堤：协会一直同中华全国妇女联合会和中国前外交官联谊会保持着密切合作，这些机构会为我们鉴定慈善项目。此外，协会成员也会为我们提供一些他们自身曾合作过的慈善组织的名单，名单最终交由执行委员会研究决定协会应将资金投向哪里。
UNITY： Will you give the funds directly to charity organizations？ How do you view the doubts of the public towards the transparency of charity organizations in China？
Joan： We never give the funds we have raised blindly. Fund raising is demanding and time consuming and it is not easy to raise funds. That is why we gave them through the All China Women’s Federation and the Association of Former Diplomats of China.
The other charities we donate to are the ones who need special care like handicapped children who need surgery and special aids， old needy people and we try to obtain information on each charity that we intend giving assistance to.
UNITY：是否会选择将慈善款项直接交付中国的慈善机构？如何看待公众对中国慈善机构透明度的质疑？
林文堤：协会从不盲目捐资。筹资是费时费力的，要求很高。这就是为什么我们通过中华全国妇女联合会和中国前外交官联谊会进行捐资的原因。还有一些需要特别关注的慈善组织获得过我们的善款，比如需要手术和特殊照顾的残疾儿童或老年人的组织，我们会尽可能多的了解我们要捐赠的慈善组织。。
UNITY： It has been more than 20 years since the foundation of CSB was founded. What are your biggest achievements？
Joan： To bring joy and some comfort to the lives of those less fortunate than us. To give hope to the children who need special care in their day to day life. To renovate classrooms and schools for the children where the schools are shut down and to provide social services and some comfort to the needy.
UNITY：CSB自成立以来，目前已经走过了20个年头，你觉得这些年的工作对您来说最大的收获是什么？
林文堤：为比我们不幸的人带去安慰和欢乐，为需要特别护理的儿童带去希望，给失去校舍的儿童建设新的教室和操场，为需要帮助的人提供社会福利和关爱，从他们的幸福中体会我们自身的幸福。

UNITY： What was the background of founding the Commonwealth Society in Beijing in 1993？
Joan： The Commonwealth Society in Beijing was founded in 1993 by a group of Spouses of Ambassadors from Commonwealth countries in China. Now the membership is open to all women of Commonwealth countries based in Beijing.
UNITY：1993年创办的北京英联邦协会最初是在什么背景下成立的？
林文堤：北京英联邦协会于1993年由一群英联邦国家驻中国大使的夫人组建成立。现会员向所有在中国的英联邦国家女性开放。协会起初建立的目标是想广泛地参与社会和教育活动以及举办筹资活动，帮助那些需要帮助的组织和慈善组织。同时希望在这样的活动过程中，能够与中国人民增进互动、交流，进一步推动文化活动的发展。

UNITY： It has been more than 20 years since the foundation of CSB was founded. What are your biggest achievements？
