Professor Yuan Enyi, director of the Institute of Economics at the Shanghai Academy of Social Sciences, said that the establishment of a modern enterprise system is a tough battle in the reform. It is related to the ultimate direction and success of the reform. Professor Yuan Enyi believes that the key to establishing a modern enterprise system that adapts to the market is to focus on realizing clear property rights and separating government from enterprise centering on corporate power. The Third Plenary Session of the 14th CPC Central Committee proposed that “the separation of ownership and corporate property rights” is a major breakthrough in clarifying property rights. He believes that “corporate property rights” means that enterprises must have possession rights in addition to the right to operate (including the right to govern and use). The attribution of ownership to a company is an important condition for establishing a modern enterprise system. After the enterprise has acquired power, it is not right to purchase fixed assets for retained profits.
