最近,全国外资工作会议在北京召开,江泽民同志强调指出:“要不断提高吸收外资的质量和水平”。会议总结了“九五”期间利用外资的成就与经验,明确了“十五”期间进一步提高利用外资水平的工作任务,研究并部署加入世贸组织后我国利用外资的应对措施。因此,根据会议精神回顾我国港口建设中利用外资的历程,结合全球港口投资市场的实际,提出我国港口建设中利用外资应对措施是非常必要的。
Recently, the national conference on foreign investment held in Beijing. Comrade Jiang Zemin emphasized: “We must continuously improve the quality and level of foreign investment absorption.” The meeting summed up the achievements and experiences in using foreign capitals during the Ninth Five-year Plan, clarified the tasks for further raising the level of utilizing foreign investment during the 10th Five-year Plan, and studied and deployed China’s response to the use of foreign investment after its accession to the WTO. Therefore, it is necessary to review the history of utilizing foreign capitals in the construction of ports in our country based on the spirit of the conference and the actuality of the global port investment market.
