根据国家新闻出版署新出报刊(2000)1559号文件批准,中共银川市委党校于 1999年7月创办的综合性社科理论期刊《塞上论苑》,从今年起,更名为《中共银川市委党校学报》,编入全国高等院校学报系列面向国内外公开发行。由此,首府银川市干部教育系统有了唯一一份公开发行的刊物。学报能在国家严格控制报刊出版的大背景下,在创办后的短短一年半时间取得公开刊号,这是国家和自治区新闻出版部门对银川市干部教育工作
