市一级建设拓展新城、县一级发展城市新区、乡村一级发展重点新镇正处在转型升级中的老工业城市内江,最近迎来重大机遇——3个工业园区被纳入四川省“51025”重点产业园区发展计划,其中,威远县连界工业园被纳入1000亿元培育园区,内江经济开发区、隆昌经济开发区分别被纳入500亿元培育园区。本刊记者注意到,内江市纳入四川规划的3个工业园区涵盖市、县、乡三级,呈现明显的“梯次效应”。“梯次效应”也体现在该市城市化进程发展规划中:市一级建设拓展新
