随着中国市场经济体制建设的深入发展,企业诉求已经由单纯的追求利润最大化,转变为努力实现经济和社会效益双赢;由只关注短期效益最大化,转变为着眼建立长期的企业竞争优势。同时,社会各界也逐渐要求企业具有公民意识,敦促企业履行社会责任。在这种背景下,评选最佳雇主和最佳社会责任企业已经成为当前媒体及社会广泛关注的议题。但究竟如何评价企业的社会责任履行状况,这其中有哪些指标和标准,公众却很少知晓,特别是评奖标准与我国劳动法律和劳动关系之间存在什么联系,更是一个需要认真探讨的问题。目前来看,获奖企业主要有两个共同特点:一是企业财力雄厚,雇员人数众多,广告投入巨大;一是积极进行慈善捐款,有的每年捐款数额过千万。因此,能够赢得奖项的大多是垄断性国有企业、全球500强跨国公司或大型民营企业,劳动关系和人力资源管理在这些企业中占据举足轻重的地位。然而,让人迷惑不解的是许多企业的实际表现却与其所得奖项存在重大差距。比如,餐饮业巨头麦当劳经常在国家级媒体进行的评奖中,连续获得最佳雇主奖,然而涉及员工低工资和长工时的负面报道也经常与其相伴左右,以至于全国总工会要求地方工会介入调查麦当劳劳动关系状况。更有甚者,从2006至2007年,国内不少乳制品企业赢得了全国或地方的年度最佳雇主或最佳社会责任企业奖,然而,到了2008年,这些企业就被发现向乳制品中非法加入有毒物质三聚氰胺,令公众对于企业社会责任评选的可靠性产生了怀疑。同时,历年来的评奖活动中,内资中小企业几乎总是被排除在奖项之外,更让社会质疑此类社会责任评选的动机、原则和标准。

Therefore, most of the winners are monopolistic state-owned enterprises, global top 500 multinational corporations or large private-owned enterprises, and labor relations and human resources management occupy a pivotal position in these enterprises. However, it is puzzling that the actual performance of many businesses is significantly different from the awards they receive. For example, food giant McDonald's has been consistently awarded the Best Employer Award in national media awards, but negative stories about low wages and long hours have also often been associated with it, so that the ACFTU asked local unions to investigate McDonald's labor relations. What is more, from 2006 to 2007, many dairy enterprises in China won the Best Employer of the Year or Best Social Responsibility Award at the national or local levels. However, by 2008, these enterprises were found to be in dairy products The illegal addition of melamine, a toxic substance, cast suspicion on the reliability of corporate social responsibility selection. In the meantime, domestic SMEs are almost always excluded from the awards during the past year's awards activities, leaving the community to question the motives, principles and standards of such social responsibility assessments.
