自1979年12月至2004年3月,广东省人大及其常委会共制定和批准了425项地方性法规(现行有效的330项),其中先行性、试验性、自主性的法规占法规总数的52%。这正是广东地方立法不断发展的生命力。回首广东省人大及其常委会的地方立法进程,一个个耀眼的亮点,折射着广东人大制度的发展轨迹;立法“试验田”的累累硕果,镌刻在中国民主法制建设的丰碑上。
