党的群众路线思想是我党在革命和国家建设过程中不断总结和发展而来的重要思想之一,也是我党一贯坚持的执政理念。新时期,我国高等教育正在经历着快速的发展和深刻的变革。二级学院是高校的下设机构,随着高校管理重心不断向二级学院倾斜,二级学院逐渐成为高校完成各项工作和实现发展目标的重要保证。构建有群众路线特色的高校二级学院党政联席会议机制是新时期二级学院科学决策、民主管理、推进高校内涵式发展的重要手段和有效途径。
The thinking of the party’s mass line is one of the important ideas that our party has constantly summarized and developed from during the process of revolution and state building, and it is also the party’s philosophy that it has consistently adhered to. In the new era, our country’s higher education is experiencing rapid development and profound changes. The second-level colleges are the institutions under the colleges and universities. As the administrative center of higher education continues to tilt toward the second-level colleges, the second-level colleges have gradually become the important guarantee for the colleges and universities to accomplish various tasks and achieve the development goals. The mechanism of the party-government joint meeting of the second-level colleges and universities with the characteristics of the mass line is an important means and an effective way for scientific decision-making, democratic management and promotion of the connotative development of the higher schools in the new era.
