8月13日,交通部水运管理司胡汉湘司长在全国交通、航运厅(局)长会议上,在谈到如何进一步抓好水运行业管理时,提到防治水上“三乱”问题。胡汉湘司长在充分肯定我国水运事业取得发展和成就的同时,认为我国现行水运管理手段和方式还不能适应水运市场的发展变化,水运市场发育还不够成熟,出现了不少新的情况与问题。
On August 13, Director General Hu Hanxiang of the Ministry of Transport of the Ministry of Communications mentioned the issue of “three chaos” in preventing and controlling water when talking about how to further grasp the management of the shipping industry during the meeting of the National Transport and Shipping Department (bureau). While fully affirming the development and achievements of China’s maritime transport industry, Director Hu Hanxiang believed that the current means and methods of water transport management in our country still can not meet the development and changes of the water transport market. The development of the water transport market is not yet mature enough and many new situations and problems have emerged.
