断面时段洪量即某一时段通过某一断面的总水量。它和最大洪峰流量一样,是判断洪水大小的重要依据。但平原河流往往水网交错,江湖贯连,汛期大洪水还存在分洪溃口,造成洪水在时程上的重新分配,实测断面时段洪量往往不能反映实际洪水量级,且洪水还原计算复杂,难以将历年洪水系列还原到天然状况。基于入库洪水理论,引入总入流概念,探讨平原河流洪量计算方法,并将该方法应用到长江中下游平原区,计算了下垫面条件悬殊的本世纪两次特大洪水———1998 、1954 年洪水的洪量,由于计算基础统一,用其计算成果可比较这两次洪水的量级大小。
