高校多元化筹资已成为高校解决教育经费的重要途径。本文分析了高校多元化筹资的困境表现及其原因,指出了进行高校筹资制度建设的必要性,进而从政府层面和企业自身两个角度尝试进行制度建设的构想。政府应进行政策和法律两个方面的支持为其提供良好的环境;高校自身应深化产权改革、健全筹资组织架构、完善相关会计制度等以提高筹资能力和筹资效率。
Diversification of colleges and universities has become an important way to solve the funding for education in colleges and universities. This paper analyzes the performance of dilemmas of diversified fundraising in colleges and universities and its reasons. It points out the necessity of establishing a system of fundraising in colleges and universities, and then attempts to carry out the system construction from both the government level and the enterprises themselves. The government should provide both the policy and the law support to provide a good environment for it. The university itself should deepen the reform of property rights, improve the fund-raising organizational structure, improve the relevant accounting system and so on to improve the fund-raising ability and the financing efficiency.
