7月25日,国务院发布了《关于投资体制改革的决定》,这是我国经济发展中一个极其重要的决定。改革开放以来,国家对原有的投资体制进行了一系列改革,打破了传统计划经济体制下高度集中的投资管理模式,初步形成了投资主体多元化、资金来源多渠道、投资方式多样化、项目建设市场化的新格局。但是,现行的投资体制还存在不少问题,特别是企业的投资决策权没有完全落实,市场配置资源的基础性作用尚未得到充分发挥,政府投资决策的科学化、民主化水平需要进一步提高,投资宏观调控和监管的有效性需要增强。因此,推动投资体制改革成为我国经济发展迫在眉睫的大事。
