《中共中央国务院关于深化教育改革,全面推进素质教育的决定》(以下简称《决定》)中指出:要“全面推进素质教育,培养适应21世纪现代化建设需要的社会主义新人”,而“改革高考制度是推进中小学全面实施素质教育的重要措施”。1999年2月,教育部根据《决定》的精神出台了《教育部关于进一步深化普通高等学校招生考试制度改革的意见》(以下简称《意见》),指出
