第九届世界聋人代表大会和世界聋人联合会执行局会议于1983年6月28日至7月6日在意大利西西里岛首府巴勒莫市举行。以团长李石涵(聋人,中国盲人聋哑人协会副主席)为首的我国聋人和聋协工作者代表团参加了大会。代表团成员有戴目(聋人,上海青年聋哑技校校长)、富志伟(聋人,协会干部)、邓元诚(听力学医师)、沈光武、张健达(均为协会译员)及郭云征(在南斯拉夫进修的聋幼教师)。我国曾于1963年前参加过两届聋人代表大会,迄今中断20年,此次重新组团出席会议,受到了近70个国家代表的热烈欢迎。大会共历时6天。会上举行了由六个(即医学、教育及心理学、社会与就业、通讯交流、文化艺术和精神宗教关怀)专门委员会召集的学术讨论会,我国代表团重点参加了前
The Ninth World Conference on the Deaf and the World Federation of the Deaf held a meeting in Palermo, the capital of Sicily, Italy, from June 28 to July 6, 1983. The deaf and deaf association delegation led by head of delegation Li Dehan (deaf, vice chairman of China Association of the Blind Deaf and Mute Deaf Association) attended the meeting. Members of the delegation include Demetrion, the dean of Shanghai Youth Deaf-Mute School, Fu Zhiwei (deaf, cadre of the association), Deng Yuancheng (audiologist), Shen Guangwu and Zhang Jinda (both interpreters of the association) and Guo Yunzheng Yugoslav teachers of deaf children). My country participated in two deaf congresses before 1963, so far interrupted for 20 years. The re-delegation attended the meeting and was warmly welcomed by nearly 70 country representatives.
