一般认为在唐朝羁縻统治漠北时期,回纥牙帐在杭爱山脉东麓、鄂尔浑河上游,或者在色楞格河流域,作者则认为该时期的回纥牙帐位于土拉河下游,并可具体定位在今天蒙古国内土拉河与鄂尔浑河交汇处的土拉河东岸一带,该处也是唐朝羁縻统治漠北所设置的瀚海—安北都护府的驻地。同时,作者对同时期多滥葛与思结部落的牙帐位置及居地范围,以及若干铁勒部落居地的演变情况也做了探讨。
