新型城镇化的本质是人的城镇化,而要实现人的城镇化必须提升政府公共服务效能,实现此目标的关键在于府际合作的成效。在单一制政体的框架下,中国府际关系存在着纵向层级政府的合作效能较高但竞争力度不够问题,横向层级政府的竞争力度较强但合作性不足的制度性困境。新型城镇化客观上要求不同层级间政府必须从传统的幕后竞争走向当代的台前合作,顺势建立府际合作的规则与协商机制、政府利益与公共利益融合机制、公共问责与监督机制、干部晋升激励与生态补偿机制,这些机制的制度化、常态化有利于促进新型城镇化的发展速度与发展水平。
The essence of the new urbanization is human’s urbanization. To achieve human’s urbanization, the efficiency of government public service must be improved. The key to achieve this goal lies in the effectiveness of intergovernmental cooperation. Under the framework of a single system of government, the intergovernmental relations in China have the institutional predicament that the vertical-level government has higher cooperation efficiency but not enough competition, while horizontal-level governments have stronger competition but less cooperation. The new urbanization objectively requires that different levels of government must move from the traditional behind-the-scenes competition to contemporary front-office cooperation and take advantage of the rules and consultation mechanisms for intergovernmental cooperation, the integration of government interests and public interests, public accountability and oversight mechanisms, and cadres Promotion incentive and ecological compensation mechanism, institutionalization and normalization of these mechanisms are conducive to promoting the development speed and level of development of new-type urbanization.
