影响社会的形成有两大因素:第一是利益,第二就是文化。利益是一种外在的强迫力,是需要共同合作和内部分配的,由此就形成复杂的社会关系;而文化通过符号、规则和价值观形成社会的精神和心理的基础,产生社会认同。文化把我们的认识从个人的发现变成普遍的发现,把个人的经验变成集体的经验。文化越普及、越发达,社会的活动能力也就越发达。计量文化,是计量系统在长期的实践活动中所形成的并且为计量人普遍认可和遵循的价值观念、团体意识、行为规范和环境氛围的总和。对于一个国家、一个民族来说,理想信念是灵魂,是力量,是凝聚人心的思想基础。对于计量系统而言,计量文化用统一的价值观和理念体系把计量人紧紧团结在一起,让计量人朝着一个共同的目标奋斗。
There are two main factors influencing the formation of society: the first is interest, and the second is culture. Interest is an external force of persecution that needs to be co-operated and internally distributed, thereby forming a complex social relationship. Culture, on the other hand, forms the social psychological and psychological foundation through symbols, rules and values and generates social identity. Culture turns our understanding from individual discovery into universal discovery, turning personal experience into collective experience. The more popularized and developed culture, the more socially active. Metric culture is the sum of values, group awareness, codes of conduct and environment that are formed by measurement systems in long-term practice activities and generally accepted and followed by measureners. For a country or a nation, ideals and beliefs are the soul, the power, and the ideological basis for the cohesion of the people. For a metrology system, the metrology culture unites the metrologist closely with a unified set of values and notions that allow the metrologist to work toward a common goal.
