政府部门与基层学校在对政校关系发展态势的判断上存在差距。从基础教育的现实出发,可见政府和学校在政校关系的认识上和实践中各自的不足。在分析改进建设新型政校关系的策略时,可采取全面、渐进、博弈、整合等思考方法。新型政校关系可表述为“管放相宜、增能尽职、互动问责、规范到位、共促效能”。建设这种新型关系,不仅政府要改变传统的行为模式,学校也要提高依法办学的素质并强化自律性。对政府和学校管理者行为约束机制的建设,对于新型政校关系的建设至关重要。提出建设现代政校关系的八条建议。
There is a gap between government departments and grass-roots schools in judging the development trend of the relationship between political institutions and schools. Starting from the reality of basic education, we can see the respective deficiencies of the government and the school in their understanding of the relationship between the political school and the government. In analyzing and improving the strategy of building a new type of school-government relations, we can adopt a comprehensive, gradual, game-based and integrated approach to thinking. The relationship between the new political school can be described as “appropriate management, increase due diligence, interactive accountability, standardize in place, a total of promoting effectiveness ”. To build this new type of relationship not only requires the government to change the traditional mode of behavior, but schools should also improve the quality of running schools according to law and strengthen self-discipline. The construction of government and school administrators’ behavioral restraint mechanisms is crucial for the building of a new type of school-government relationship. Put forward eight proposals for building the relationship between modern political schools.
