政府需要引导的内容包括,设计大量跨行业技术研发和突破,调整发展政策和行政法规,转换能源生产和供应结构,主动布局基础设施和建设等等。电动车产业化到底是跟随市场需求起步,还是在政府引导和调控下快速发展,政界、学界和企业界的看法都不尽相同,有颇多争议。但陈清泰认为,电动车产业在发展初期更需要政府出手。
