西藏的“一江两河”,是指雅鲁藏布江和年楚河、拉萨河。不久前,西藏自治区人民政府为了加快西藏地区农业的发展,听取了各行各业的专家、学者和从事经济工作的同志的意见,在充分论证的基础上,做出了综合开发“一江两河”流域的战略决策。 一、“一江两河”流域地区农业综合开发的主要依据 (一)西藏地域辽阔,自然条件恶劣,交通不便,信息闭塞,经济落后,技术、人才、资金等生产要素严重不足。中外经验告诉人们,经济开发特别是农业开发,应当按一定的区域,统一规划、合理分解、择优布局。尤其是在开发的初期,只能选择自然、经济条件比较好的地区首先进行开发,利用级差优势,积累能量,进而推动整个地区的开发和发展。所以,从西藏的实际出发,实行不平衡发展战略,采取倾斜投资,把有限的人力、财力、物力,最大限度地向能够带动西藏经济发展的“一江两河”流域倾斜,是完全必要的。
