为全面贯彻《中华人民共和国计量法》、《中华人民共和国计量法实施细则》及其有关法律、法规的规定。国家技术监督局制定了《计量违法行为处罚细则》,于1990年8月25日十四号令发布施行。《计量违法行为处罚细则》共分三章,其中第二章第六条规定:违反计量法律、法规使用非法计量单位的,按以下规定处罚:(一)非出版物使用非法定计量单位的,责令其改正。
