1.4.7 精干高效无论任何一种组织结构形式,都必须将精干高效原理放在重要地位。精干高效原理可表述为:在服从由组织目标所决定的业务活动需要的前提下,力求减少管理层次,精简管理机构和人员,充分发挥组织成员的积极性,提高管理效率,更好地实现组织目标。一个组织只有机构精简,队伍精干,工作效率才会提高;如果组织层次繁多,机构臃肿,人浮于事,则势必导致浪费人力,滋长官僚主义作风,办事拖拉,效率低下。1.4.8 稳定性与适应性相结合这一原理可表述为:组织结构及其形式既要有相对的稳定性,不要总是轻易变动,但又必须随组织内外部条件的变化,根据长远目标作出相应的调整。组织都是一个开放的社会子系统,在其活动过程
