成本作为项目管理的一个关键性目标,应贯穿于整个项目的实施的全过程,采取必要的手段,根据成本运营的规律,在保证工期和质量的前提下,运用有效的组织、经济技术措施,将施工中实际发生的各种各中消耗和支出严格控制在成本计划范围内,最大限度的节约成本,消除施工中的不必要的损失浪费现象。
