目前公私工厂企业正面临着一个新的情况和一个新的问题:节在整个国家财政经济困难,产品销路不畅的情况下,如何做到维持生产,不但保本而赚钱?前一时期在接管企业与恢复生产上是有成绩的,但决不能满足于这一点,以武汉来说,基本上还没有恢复到战前的生产水平,成本也比东北、京、津要高出许多。这样的情况如不积极改进,则节使全国的财经状况好转了,土改以后销路扩大了,落后的企业仍是没有出路的,甚至还要失败。因此,工厂企业如何维持生产,度过目前的困难,以便进一步向先进地区的生产水平看齐,把我们的生产,在巳经经过了初步整理的基础上提高一步,应该是我们当前迫切而艰巨的任务,这也节是我们不能自满的理由。1
