一、引言胡耀邦同志在党的“十二大”提出到本世纪末我国经济建设的战略目标和一系列方针政策时宣布:“实行对外开放,按照平等互利的原则扩大对外经济技术交流,是我国坚定不移的战略方针”.这个声明充分体现了邓小平同志发展我国对外经济关系的战略思想.他在几年前早就明确指出:“对外经济工作是关系我国四个现代化建设的一个战略问题”.
I.
