针对我国住宅房地产市场存在的房价上涨过快、供求结构严重失衡等问题,我国政府先后出台了多项保持和促进房地产市场健康发展的政策措施。2010年1月7日国务院办公厅发布《关于促进房地产市场平稳健康发展的通知》、提出加强和改善房地产市场调控的11条措施,4月17日国务院又下发了被称为“国十条”的房地产“新政”。新政实施以来,楼市运行已出现了积极的变化,市场成交量已出现较大幅度萎缩,市场观望气氛浓厚,新政“抑投机、遏房价”成效初显。然而,现行住宅房地产市场调控政策依然存在着目标不清晰、治标不治本、政策落脚点不够精准以及保有环节税收制度缺失等问题,这些问题的存在,一定程度上影响了房地产市场调控效果。为此,需要采取措施,进一步完善住宅房地产市场调控政策。
In view of the real estate market in our country such as the rapid rise in house prices and the serious imbalance between supply and demand, the Chinese government has issued a number of policies and measures to maintain and promote the healthy development of the real estate market. On January 7, 2010, the General Office of the State Council released the “Notice on Promoting the Steady and Healthy Development of the Real Estate Market”, put forward 11 measures to strengthen and improve the regulation of the real estate market, and on April 17 the State Council issued the “ ”Real estate “ New Deal ”. Since the implementation of the New Deal, there has been a positive change in the operation of the property market. Market turnover has shrunk by a large margin and the atmosphere of market wait-and-see has seen a thick atmosphere. The effectiveness of the New Deal, “Suppressing Speculation, and Containment of Housing Prices” has come to the fore. However, the current residential real estate market regulation and control policies are still unclear goals, stop the symptoms, the policy is not enough precision and the lack of ownership tax system, etc., the existence of these problems, to a certain extent, affected the real estate market control effect. To this end, we need to take measures to further improve the residential real estate market regulation and control policies.
